There are no restrictions as to the use of the restricted procedure – it can be used at the contracting authority’s discretion.


Any interested party may submit a request to participate in response to a call for competition. A request to participate must be accompanied by a completed Single Procurement Document (“SPD”) containing the information required by the contracting authority for qualitative selection. Only those successfully meeting the selection criteria will be invited to tender. It is also possible for a contracting authority to include questions and score responses to down-select the number of candidates invited to tender to a minimum of 5. The contracting authority must specify those questions and how they will be assessed and scored in the contract notice.

Candidates who meet the minimum requirements and score highest in any down selection questions progress to the tender stage. The contracting authority must simultaneously and in writing, invite the candidates to tender. As with the open procedure, negotiation with the bidders is not permitted.
